Because the barges moved around harbors and up the coastal and even transoceanic waterways have become so large in the past half-century - bigger in their own right than many ships - tugboats optimized for handling them have become correspondingly taller to afford their pilots a satisfactory view. Many tugs are built with elevated pilot houses, while others have had additions put on an existing superstructure.
