Any vessel over 65-feet in length in Coast Guard parlence is a cutter. This makes a large number of USCG tugboats officially cutters, including tugboats, although most are black-hulled signifying their deployment for "hands-on" work duty. Cutters deployed in seagoing rescue, law enforcement, defense, and similar durites have white hulls.
